The #WorkersCircle has always invested in providing care. This May 1939 article edition from the Call of Youth discusses in depth a sanatorium for tuberculosis built by the Workmen’s Circle and how to get individuals to see doctors before it is too late for a cure or quality of life maintenance.

A recent experience in the course of my professional work, is the excuse for writing this article. I saw a patient belonging to the Workmen's Circle in one of our leading hospitals, suffering from a fatal disease — tubercular Meningitis — who, several months ago revealed definite evidence of disease in his lungs and, nevertheless, took no action about it. As a result he is now facing a tragic end. This attitude of mind is very difficult to understand. If one is suffering from the early stage of a serious illness, he should seek out the best possible advice as to how to cure it, and maintain life.

This ostrich-like mentality of burying one's head in the sand does not get one anywhere. Truth is inviolable. To deny it will not save one from his folly. The wise course, naturally, is to face it, and do what is best under the circumstances. The most sensitive nerve in the body is the pocket-book nerve. Yet, how can health, which cannot be bought at the corner drugstore be measured in the monentary unit? It is so easy to lose health, and so difficult to regain it, and in many instances cannot be secured even with a king's ransom in gold. What can we do to impress this upon the average person's mind in order to make him health-consci-ous? As a student of medicine, the pursuit of which brings me in daily contact with different types in society, I am convinced that no political right or economic right will suffice to bring about the desired state of well-being, if the foundation of good health is lacking. In so far as health is concerned, the medical profession has been preaching and proclaiming as loudly as it could, the redistribution of that body of medical knowledge, which goes under the term of Preventive Medicine. It is so easy to prevent disease, and so difficult and costly to cure it, that it seems a paradox for people to refuse the easiest way out.

the early stages, is very curable. How shall we go about this matter of finding the early case? Shall we do as we have done heretofore — wait in our offices for the patients to come to us after the disease is well established, or shall we adopt a more militant attitude and go out after the patients, in order to find evidence of the disease long before the patient is so disabled that he considers it about time to go to a doctor? Through various measures the average life of the tubercular patient has been prolonged, so that the number of deaths annually grows less. Remember also, that the chief cause of death and invalidism during the most productive years of life, 20 to 45, is still tuberculosis. So in spite of statistics, we cannot relax in our efforts to ferret out all cases of tuberculosis, and especially the early case which is so curable. Fortunately, in the Workmen's Circle, we have at hand, a means of organization which can be utilized effectively for this purpose, and that is, the branch and the branch doctor. I would like to see set aside, a certain period in every year, say the month" of March, at which time the incidence of sickness from respiratory infections is at its peak, when every member of every branch will make it his business to go to his branch doctor, and ask for a chest examination, to make sure that he is not suffering from any disability in that region. In this way, our members will become health-conscious, and should consider it a duty to themselves, as well as to their families, to determine that they are not suffering from a latent infection, and are not the source of

spreading disease to their dear ones. This procedure of an annual case-finding campaign is constructive, enlightening and progressive. Anything that will prolong life, and diminish sickness, is a distinct asset to oneself, to one's family, and to the nation.

The US Supreme Court made it more difficult to challenge discriminatory voting laws in court by rewriting the law that applies to lawsuits under Section 2* of the Voting Rights Act of 1965.

*Section 2 is a nationwide provision prohibiting voting practices that deny or abridge the right to vote based on race, color, or language minority status.

Arizona law allows counties to choose between a vote center system or a precinct-based system for in-person voting. In vote center counties, voters can cast ballots at any location, while in precinct-based counties (covering 90% of AZ), voters can only vote at designated precinct locations.

If a voter arrives at a polling place and is not listed on the voter rolls for that precinct, the voter may cast a provisional ballot, which is reviewed after election day. If found to be out of precinct (OOP), the ballot is discarded, even if the voter was eligible for some races.

The Democratic National Committee (DNC) challenged this OOP policy as violating Section 2 of the Voting Rights Act because it adversely affects Arizona’s Native American, Hispanic, and African American citizens.

Additionally, Arizona law has permitted early voting for 25+ years, allowing voters to request a vote-by-mail ballot. Many minority voters who vote early used third parties to collect ballots (legal until 2016).

In 2016, H.B. 2023 passed, which criminalized the collection and delivery of another person’s ballot. The DNC challenged this as violating Section 2 of the Voting Rights Act because it was enacted with discriminatory intent.

The Court issued a 6–3 decision that neither Arizona’s out-of-precinct policy nor H.B. 2023 violates Section 2 of the VRA, and H.B. 2023 was not enacted with a racially discriminatory purpose.

This was the first time the Court considered how Section 2 of the VRA applies to time, place, or manner voting rules.
