While in the most recent revised version, according to the above article, many sanctions would go into effect automatically, possible secondary sanctions on other countries would still only be at Trump's disposal as he chooses:

This is the location on openstreetmap.org: www.openstreetmap.org#map=18/45.36... Looks like someone already updated the map: Where the railway bridge over the canal was, there's only blue water on the map now.
This was the only railway connection from the Kerch peninsula to the rest of Crimea and subsequently the occupied mainland part of Ukraine. The railway bridge over the Kerch Strait now effectively serves Kerch only. I put a cross at the approximate location of the strikes:
