You can cherry pick if you want, but rates were up and down significantly in that period. Obviously you'd time refinancing to actually make a difference for you. Keep in mind that this was also a period of high inflation, meaning once you bought your payments in real terms dropped continuously.

In your scenario are the mixed traffic left turns happening from what would otherwise be an exclusive transit right of way? (Picture A) Or are the left turn lanes entirely separate from the transit right of way, controlled by signals? (Pictures B and C) I would argue picture A is not exclusive.
