The 2003 Licensing Act contained this section, allowing the govt to make an order (top tip: 'order' usually means secondary legislation) to temporarily change licensing hours in the event of a special occasion. Like, for example, Jude Bellingham doing Jude Bellingham things.

Note this in particular- which is effectively saying ‘we’re consulting on the policy so haven’t worked it out yet but you should give us the power to implement it using a less scrutiny-intensive method down the track’. Which isn’t a good way to legislate. And not what secondary legislation is for
Obviously we have yet to see the precise details of the government’s plans, but in terms of what legislative authority they have to implement some of the measures being reported, this would seem to be the relevant bit of the Children’s Wellbeing and Schools Act, which was passed earlier this year

Ok it’s line but as a journalist I do think you shld be clear that what elections in Wales have been for for most of those past 100 years, and what they were for yesterday, has changed in quite a significant way! Especially when you (rightly) specify devolved elections in Scotland in the line below
