Honestly it was all the older cartoons and media that had age regression in them that started it. Adventures of Sonic The Hedgehog, Fairly Oddparents, heck even Neopets let you turn your pets into babies just to name a few things.

Found out recently that Cary-Hiroyuki Tagawa passed away on the 4th and while he was in many great movies and even shows. I think a lot of us gamers will remember him for his role as Shang Tsung in 1995's Mortal Kombat. He is and always will be the face I think of when I hear Shang Tsung.
