She wants the "Hero Deku" she's grown to admire, and inspired her to become the Hero she wanted to be, to come back so everyone can smile together again. And that's, again, why Toga is present too. She too, died a Hero, with a smile on her face. Just like Izuku and Ochako aspire to be. +
They're true Heroes at heart, who can bring smiles on people's faces. HE REALISED HE *IS* SPECIAL. And this is something that Ochako has always fought for, and wishes for everyone, despite their origin. Hence she thought about Toga, and Toga is the one pushing her towards Izuku in Chapter 431. +
We then see Izuku thinking back to Tenko's final words to him. We see this in Chapter 424 too. He's realising that he's not honouring Tenko's last wish by not being the Hero he's always wanted to be. And who is the one who introduced the line "the Deku who always does his best"? Ochako!
He thought he couldn't be a Hero anymore, as he didn't have what made him special anymore. His Quirk, OFA. Even though he has been called special by All Might himself for his Heroic heart. Izuku has forgotten himself as a person and is stuck in the past, with his failures, and the loss of OFA. +
He's failing to accept himself and the fact that he can still BE a Hero despite being Quirkless, despite his failure of saving Tenko. We clearly see this in this panel, a reference to Chapter 424, where he reminiscens about how he failed to save Tenko, staring at his scarred hand. +
