This is really inaccurate stuff. Cost to orbit has plumbeted since SpaceX hit its stride with the F9. The Artemis missions have cost $100Billion (Much to Boeing but happy to pay it! It's a drop in the USA bucket). The Startship program has cost $15B including all of the ground construction.
They had bouys in the water to watch the landing. They got pretty close. I'd argue they got close in spite of the engine loss. It was the first test of a bunch of new hardware. It's their process.
