The beginning of a chapter called “ocean” and it admonishes the reader, it is written in second person, for wanting to learn about water and waste water treatment facilities “I greatly fear that if I spent the next paragraphs detailing the operation of Ooiia's water treatment and reclamation facil-i (or, more accurately, facilities— there were of course three separate systems, one for each precinct), you would find it tedious. And even if you, specifically, were to say to me, "But no! I am fascinated by water treatment systems and would in fact appreciate the information," I would strongly suspect that you were something of an outlier.
I will, therefore, not describe Ooioiaa's water treatment facilities in detail. Suffice to say, there were water treatment and reclamation systems, they involved the use not only of physical filters but biological components (largely different sorts of bacteria, but also particular plants and fish, they provided at least some of the oxygen the residents and pilgrims needed to survive, and after years, after centuries of experience and practice, those systems worked quite well. Or at least, they did before Governor Charak ordered that the culture of skel be aded to the process as quickly as possible.
