Presently, Elster and her family run around a lot in this kind of armor, just in Eusan Nation colors. It's a faction called the Solar Auxilia, from the Horus Heresy game. Their emblem is a red 'X' over a black background.

Yep. The reason Genestealer Cults are able to persist for generations is because their particular brand of weird mutation isn't significantly different than the legions of mutants that populate your average hive city. It's a feature that's been in 40K since the very start.

The only time Dredd is kind of heroic is when he's fighting Judge Death and his posse. And that's only because they're what happens when the Judges take their Fascist ideology to its logical endpoint: "Kill everyone".
This narrative focus in Warhammer never went away. One of the mission statements with the recently announced 40K 11th edition has been an attempt to marry the competitive and narrative elements into a united game mode. Like tailored missions or non-circular objectives.
We know for a FACT both Gary Gygax and at least one alumni of Games Workshop played WGWR. To the point Gav Thorpe made basically a retroclone of the game (up to and including using the same 54mm scale), with 2001's "Inquisitor".
We see this in one example with Western Gunfight Wargame Rules, an old west shootout skirmish game that heavily emphasized narrative as a core feature. Where you're supposed to give your fighters names and history, and to make plays in-character, without meta-gaming.
