Text: Mail ballots are processed.
Before counting a mail ballot, election officials check the voter’s identity, usually by looking at information on an outer envelope. For identity verification, election officials match the voter’s signature or other information on the envelope to the information from voter registration records, as required by state law. Envelopes with missing or mismatched information may be set aside to be corrected by the voter (called “ballot curing;” see below) or rejected by election officials following state laws. Most states start processing envelopes before Election Day, but some wait until polls open on Election Day.

After each voter’s identity is verified, the envelope is opened and the ballot is removed to keep it secret. In some places, mail ballots may be placed into tabulators before Election Day to prepare for vote counting.

The trick is to define understanding as prediction, and then there is no conflict.

Third, Wilkenfeld stipulates that the representation must be “accurate” in order to mollify quasi-factivists, but the precise meaning of “accurate” is left undefined. In particular, it is unclear whether it is meant to imply truth in terms of reference of the relevant objects, or to simply imply empirical adequacy. Based on the concepts of algorithmic information theory, I argue that the vague quasi-factive stipulation of “accuracy” can be replaced with a verifiable measure of prediction accuracy. Just as Solomonoff quantified the goodness of a particular combination of programs in terms of their ability to accurately reproduce a sequence of observations, we can use prediction accuracy in a particular context to quantify the relative accuracy of two potential instances of understanding. This conception will be further unpacked in the example below.
