I am ALWAYS nice to city pigeons. They're the descendents of domesticated pigeons from the 19th and early 20th centuries--pets, messengers, etc. They were set free, but couldn't survive in the wild anymore. So they stick around us and live off our garbage because we're all they know. We owe them.
