To honour the memory of Ghazala, the Department of Economics of Sciences Po is launching a call for the Ghazala Azmat Award.
Ghazala made important contributions in a large number of fields, spanning economics of discrimination, gender, education and organizational economics. The award will promote work in those fields by young scholars.
The second edition of this award will consist of a 2,000 euros prize. The prize will be awarded to a paper with authors consisting only of scholars with less than 8 years post-PhD. Papers written jointly with more senior researchers will not be considered. The paper will be presented at Sciences Po during the CEPR Paris Symposium 2026 (3-8 December 2026).
The selection of the laureate will be carried out by a scientific committee led by the Department of Economics at Sciences Po.

As Europe faces an era of rapidly multiplying crises, from Russian military aggression to pandemics, refugee flows, and the unpredictability of the Trump administration, the EU's capacity to respond swiftly has become a matter of existential importance. In the latest paper in CEPR's Europe 2050 series, Gérard Roland (UC Berkeley and CEPR) argues that the Union urgently needs a formal system of emergency powers, and sets out seven principles for what such a system should look like. Drawing on historical precedents from the Roman Republic to Renaissance Venice and Florence, and grounded in recent game-theoretic research on the relationship between separation of powers and crisis management, he proposes a standing "shadow emergency committee" of senior politicians, a supermajority voting procedure requiring both the European Parliament and the European Council to grant and renew emergency powers, and robust safeguards, including ex post legal accountability and a bar on future office, to prevent their abuse. The greatest danger, he concludes, lies not in creating such a system but in failing to do so: an EU caught unprepared by an acute crisis may be forced to improvise, and improvised emergency powers without proper separation of powers are the classic route to autocratic drift.

Review of the 20-year old EC Merger Guidelines (Draft issued by DG Comp end-of-April, out for consultation till end June) was long overdue, but an update was also very much triggered by the broader mission the Commission set itself post-“Draghi report” to pursue “competitiveness” with all its policy tools. “Scaling” European companies currently “too small to compete in global markets”, creating “European champions” capable of investing and innovating big have been a major motivation for an urgent review of merger policy at the political level across European capitals. The Draft has already been much discussed from the technical level (lots of events on “what do merger advisors need to know”) to the policy level (what do agency officials think?). But not to put too fine a point on it, there is an obvious tension between the political level’s aspirations for more consolidation and building champions, and the technical level which is offering updates to reflect current practice but no major reform.

Are the changes material? Are they meaningful or cosmetic? How do they measure up to the broader “mission”? Can merger control contribute to it? Should it? Should merger control be much more conversant with the broader economic policy toolbox? How?
