Cover a 1972 edition of Thornton Wilder’s 1928 Pulitzer Prize winning novel “The Bridge of San Luis Rey” feat an empty monk’s habit through which you can see the titular bridge (before disaster) and fantastical blue mountains and hellish orange clouds above and below. Serious wizard shit.

Sector overview
US states are sovereign entities, each with its own government and constitution, that delegate certain powers to the US government under the US Constitution. US territories are administrative units that may have their own governments and constitutions, but are fully under the jurisdiction of the US government. US territories also lack voting representation in the US Congress.
States have tended to exhibit high credit quality, reflecting broad powers to control their financial positions and service their debt.

Gov. Meyer's working theory is that if the state mandates local tax cuts for landlords, then affordability will ...<waves hands> ... trickle down to renters. As Spotlight dryly notes "[i]t is unclear, however, if lowering taxes on landlords would directly correlate to lower rent costs."

Relief for renters?

In his letter urging lawmakers to enact SB 350, Gov. Meyer called on the General Assembly to address the “gross inequity” of apartments being taxed more than single-family homes.

“We need to get this right for the Delawareans counting on us,” he said.

The higher tax bills on apartment complexes, Meyer argued, disincentivize more dense types of housing developments at a time when the state is attempting to add to its housing stock.

Meyer also seemingly took aim at HB 462, which looks to extend the current split tax rate system in New Castle County.

“Asking renters to carry a commercial tax burden and locking that treatment in permanently isn’t consistent with the values I know we hold in common,” he said.

While renters themselves do not pay property taxes, Meyer said higher tax bills on landlords can lead to other consequences like higher rents and deferred property maintenance.

It is unclear, however, if lowering taxes on landlords would directly correlate to lower rent costs.

Delaware state officials - most recently in the news for retaliating against experts who asked for confirmable data on state corporate franchise revenues, and then fudging important annual reports - think this legislation would make the state money through franchise fees.

This draft legislation would create a state committee that would grant ad-hoc liability exemptions to AI entities - shielding their owners & investors, who otherwise would be on the hook, from any consequences of the decisions their AI made. It’s a “zero accountability, ever” bill.

The lobbying group did all the usual stuff - gave public comment, wrote legislators, and threatened to sue (by highlighting that similar laws elsewhere were challenged by payment networks in court). But they also did a Facebook & IG ad campaign, and that appears to have been quite important.

The Electronic Payments Coalition, a powerful lobbying group consisting of credit unions, community banks and payment card networks, also came out in full force against the legislation. In addition to speaking out against HB 315 during its March committee meeting, lobbyists also frequented Legislative Hall to speak to Delaware lawmakers and created an ad campaign saying the bill would hurt the state's tipped workers.
These ads could be seen across social media sites and even in text messages to Delawareans. Williams had told the State News in April that she had heard the coalition was spending "seven figures" on trying to kill HB 315.
