Either they forgot or there changing there own cannon stuff again like they did with Isiah Friedlander in GTA 5 and GTA Online cus in canon we did kill him but the Rockstar changed there mind, said no and brought him back for The Drug War Last Dose DLC Update
Rockstar goofed in this new trailer, they gave Phil Cassidy both his arms, i remember a mission in GTA vice city called Boomshine Saigon where he blew one of cus a bomb detonated late, having phil's right arm blown off and we as tommy have to drive him to a ex-army surgeon in Little Havana
