Left arrow flashing is not going to make a single driver “yield.” The current implementation at 4th and Michigan has a mixed cycle of pedestrians and cyclists crossing and cars turning with a “permissive” flashing left arrow.

Attention: fellow people who hate flashing yellow left turn arrows across protected bike lanes - DDOT is putting a new one to allow southbound left turns across the MBT from 1st St NE to K “for the safety of bicyclists”. Signal is already up but please push DDOT / Council to evaluate safety.

Thanks for all you do for the cycling community in DC. I’m writing because I noticed today on my ride to work that as part of the K St NE PBL project, DDOT is changing from no left on southbound 1st St NE to a flashing yellow signal for a permissive left - across the MBT.

The NOI states “For the safety of bicyclists, the southbound protected left turn at 1st Street will be reinstated […]”.

1) Can you explain how an allowed left turn with a flashing arrow during a pedestrian/cyclist crossing cycle is safer than the existing ban on left turns?

2) How has the experience of the northbound permissive left flashing yellow signal on 4th St NE and Michigan informed the process for 1st St?

I am willing to be told or proven that I am wrong (I hope I am) but I find the existing left turn arrow on 4th St incredibly unsafe as a cyclist and suggest anyone on this email who hasn’t ridden that do so and see how the drivers react to a flashing yellow - they panic and immediately turn into the pedestrian/cyclist crossing.

Expanding this flashing yellow from Ward 5 to Ward 6 and implementing it again across a protected bike lane suggests to me that DDOT thinks this is a best practice and plans to continue expanding its use. I would ask that Councilmembers Allen and Parker and their offices (copied) seek evidence after 6 months of use of each of these signals to see if they are working as intended.

The recent cyclist crash at 4th and Michigan suggests that permissive left yellow arrows are not working, but again, I hope I am wrong since I know everyone on this email prioritizes human safety over car convenience. I appreciate any corrections or clarifications from DDOT.

DCR 3491 April 20, 2001), the District Department of Transportation (DDOT) is required to
give a written notice of intent (NOI) to modify traffic and/or parking requirements. This letter is
being forwarded to you for the purpose of notification and solicitation of comments on our intent
to implement the following in your jurisdiction:
The installation of protected bike lanes and additional walking space on K Street NE
between 1st and 2nd Streets.
Overview:
The K St NE – 1st to 2nd St protected bike lane project is a small but important part of the bike
network as it fills a gap between protected lanes to the west and unprotected lanes to the east. In
addition, it connects those living east of the tracks to the Metropolitan Branch Trail along 1st St
NE. The project will repurpose two lanes underneath the railroad tracks to protected bike lanes
and additional walking space. For the safety of bicyclists, the southbound protected left turn at 1st
Street will be reinstated, while eastbound right-turns at 2nd St will no longer be allowed. This is
necessary due to limited visibility of the bike lane while making that turn. Right-turning vehicles
