It's pretty easy, all you have to do is press 6 or 4 (forward or backward), and either Heavy + any weaker normal (preferrably lights). When you aren't able to throw the opponent, it will come out as the weaker normal, and when you are, you get a throw.
Update 2: for the time being I'm gonna stick to just 2 reps of the Dustloop until I can get the slight delay on medium-light characters down properly
