I think this might be the source - this is what’s in the current ordinance and PBOT has been saying they’ll use the same *oversight/accountability* structure as FOS. tbd on what that actually means tho since the $ are directed so differently and more allocation seems set to happen thru the budget 👀

PBOT will ensure accountability for the Transportation Utility Fee by utilizing the same structure and process, including use of the existing Fixing Our Streets Oversight Committee, as is currently used with the Fixing Our Streets Program. This structure includes:
Funding allocated to clearly defined programs/services
Annual reports to the Council
Annual external audits
A community committee to provide guidance and oversight

What makes Oregon’s law particularly smart is that it’s flexible.

Other Multnomah County cities like Gresham and Troutdale can choose whether to join or stay separate. Rural unincorporated areas get special protections if they opt out, including guaranteed service levels and voting rights on any tax increases that affect them.

ORS 199.715 is designed to bring together the jurisdictions that benefit from coordination while protecting those that prefer independence.
