This is just a standard wave, but it has a wall on one end, and a bunch on one side. So you effectively lock maybe 2 bikes to it? And they’re on the sidewalk in pedestrians’ way. Luckily, it’s on Western, so no one wants to walk there anyway.

You should just be able to pull it along the handlebars like a hood. Unzip and Velcro, and pull it along the handlebars, like you’re pulling on a boot. Hole side toward the frame. Apologies, I’m not explaining myself well.
