Yes, but the big difference is that countries volunteer to join the EU. Unlike the Roman Empire, the Nazi Empire or the Soviet Empire, they are not bludgeoned or forced to join. Today most of Europe is in the EU or wants to be.

That misses the wider picture. 𝗘𝗨 𝗺𝗲𝗺𝗯𝗲𝗿𝘀𝗵𝗶𝗽 𝗰𝗼𝘀𝘁 𝗕𝗿𝗶𝘁𝗮𝗶𝗻 𝗻𝗼𝘁𝗵𝗶𝗻𝗴 — 𝗶𝘁 𝗽𝗮𝗶𝗱 𝗯𝗮𝗰𝗸 𝗳𝗮𝗿 𝗺𝗼𝗿𝗲. Trade, investment, growth, stability — that was the real return. Just counting the fee is like judging a gym by the membership cost and ignoring the benefits.
