That scene is so obviously a tear-jerker, I think it must be Homer's way of letting the audience let out a little emotion in a relatively safe and peaceful way before the whole massacre gets rolling. It's almost funny how pathetically the loyal dog is portrayed: dung-heap, flies, croaking voice.
