City of West St. Paul

PUBLIC STATEMENT-
I have decided to suspend the City's contract for Flock Safety automated license plate reader cameras and to remove the cameras from West St. Paul. This decision is effective today. Our crews begin taking the cameras down today, and the removal will be complete within a week. Any future decision to bring this technology back will be a decision for the City Council.
This decision is informed by what I have heard directly from the community and from members of the Council, and by a review of how our department has used this system. That review found no indication that we used it for anything other than legitimate local law enforcement.
We entered this program as a trial. The purpose of a trial is to learn something and then make a decision, and that is what we have done.
This decision is not a reflection on our police officers or on their leadership. They did their jobs the right way, and they used this tool the right way. The concern that has grown around this technology is not about our people. It is about the system itself, and whether a tool like this belongs in West St. Paul before the community understands and trusts it. On that question, the answer right now is not yes. Public trust is the precondition for a tool like this, not an afterthought. Trust depends on understanding, and this technology is complex and moving faster than the public conversation about it. That understanding is not yet there, and until it is, the tool is not worth using.
Stepping back will, on occasion, make our work harder, from identifying people who commit crimes to finding a vulnerable person who has gone missing. I do not say that lightly, and I do not want anyone to think the tradeoff is free. On balance, I have concluded that carrying forward a system the community does not yet trust costs this city more than it returns.
We tried it. We learned from it. And this is the right call for West St. Paul right now.
