"Degenerate" is a game design term that has roots in both game theory and mathematics. The main source I could find for it in game design is Rules of Play: Game Design Fundamentals by Katie Salen and Eric Zimmerman (MIT Press, Sep 25, 2003). There it's used as collapsing into a simpler state.

My advisor told me she could get a better sense of a student's level understanding by talking to them for 5 mins than from a several hour written exam. Subjective, oral exams are much more accurate and students learn more, except they can't protect students from discrimination or "coffin problems."
