Kia ora Parliamentary Technology Spokespeople,

I'm writing to you today as elected officials within my government to request urgency regarding legislation in New Zealand around 'AI', or current LLM/GPT models (as AI is really a misnomer which has, unfortunately, made it into our common lexicon). I'm Lucy, a veteran of the technology sector, and I've spent around 15 years now working with cutting edge technologies in the entertainment and interactive media spaces. I have, in the past, come to Parliament to discuss matters of technology with elected MPs as an expert in my particular field. I am most certainly not anti-technology, or even necessarily anti-AI, but I do have significant concerns about the future of this technology and how it fits into our society here.

I desperately implore you to begin, at least, a conversation in the House around legislating this new technology. There are already precedents in recent past where legislation was too slow to catch up to the speed of new technological developments - the proliferation of the Internet in the late 90s and early 2000s comes to mind - and the casualties, lack of safety, and harm that came from that. Child grooming, scamming, fraud, doxxing, SWATting, etc. are just a few issues from a very, very long list that are only just being caught up on and legislated against even today, almost 30 years after the Web begun to popularise.

Emerging technologies certainly have a place in our society, when they have the correct safeguards and boundaries around them to assure that they can be used ethically and safely. If this email sounds a little desperate, it's because it is. I've worked in this field for a long time and have seen technologies come and go - but none have posed quite the danger to society that LLMs/GPTs have the ability to since the dawn of the Internet.

Thank you for your email regarding your concerns over artificial intelligence (AI). I am responding in my capacity as the Minister of Science, Innovation and Technology, as responsibility for AI policy sits within my portfolio.

AI is a global general-purpose technology whose impacts transcend national borders. Its development and deployment present significant opportunities for economic growth, productivity, and innovation, while also introducing complex and evolving risks related to safety, ethics, and governance. As a result, effectively managing AI requires coordinated international approaches that promote both innovation and responsible use.
The New Zealand Government recognises the inherently global nature of AI and the
importance of aligning domestic settings with international best practice. New Zealand is actively engaging with international partners to support coherent and interoperable approaches to AI governance, including through multilateral forums and shared frameworks. This reflects a broader commitment to ensuring that AI is developed and used in a way that is safe, trustworthy, and aligned with democratic values.

Together, these commitments signal
New Zealand’s support for a globally coordinated approach to AI governance grounded in transparency, accountability, and public trust.
This international positioning is reinforced domestically through the release of New
Zealand’s AI Strategy in 2025. The Strategy reaffirms the Government’s commitment to harnessing the opportunities presented by AI through a balanced, agile, and internationally informed approach to regulation and adoption. It sets out a proportionate and risk-based
framework that seeks to enable AI uptake and innovation while managing potential harms, consistent with international principles and evolving global best practice.Cabinet has endorsed a light-touch approach to AI regulation, drawing primarily on existing
technology-neutral laws and making targeted updates only where necessary. Rather than introducing a standalone AI Act, New Zealand is leveraging established legal frameworks -such as privacy, harmful digital communications, and human rights legislation - to manage risks associated with AI. These frameworks are principle-based and adaptable, providing the flexibility needed to respond to rapid technological change while maintaining appropriate safeguards.
This approach deliberately avoids burdensome or premature regulation. Instead, it prioritises the use of agile and responsive tools such as technical standards, voluntary guidance, and
industry-led practices, with new legislation considered only where clear gaps emerge. This ensures that regulation remains proportionate to risk, supports innovation, and does not
impose unnecessary barriers to adoption.
Overall, New Zealand’s approach reflects a pragmatic and forward-looking balance, enabling
the benefits of AI to be realised across the economy - while ensuring that its development
and use remain safe, ethical, and aligned with both national values and international
expectations.
