Please don't discount wimpy Tropical Storm Arthur, just because it seems disorganized. As NHC Senior Hurricane Specialist Brad Reinhart points out in 1 p.m. Wednesday public advisory, Arthur will produce 5-10 inches of rain, with some spots seeing up to 20 inches. That's flash flood potential!
