These issues affect people in every part of the country, from large metropolitan areas to small towns and rural communities. They also affect more than just people with developmental disabilities. Older Americans, people with physical disabilities, people with mental health disabilities, family caregivers, and the broader disability community all rely on home health care services and supports to live independently and remain connected to their communities.

Whether someone lives in a major city, a suburban neighborhood, a farming community, or a remote rural area, they deserve access to services and supports that allow them to live with dignity, make choices about their lives, and participate fully in community life.

Talk to Your Neighbors and Community.

Protecting Access to Home Care and Community Living.

The National Association of Councils on Developmental Disabilities (NACDD) is deeply concerned about a new legal opinion issued by the U.S. Department of Justice on June 18, 2026.

For many years, people with developmental disabilities have fought for the right to live in their communities, make choices about their own lives, and receive services close to family and friends. These rights have been supported by the Americans with Disabilities Act (ADA), the Rehabilitation Act, and the Supreme Court's Olmstead decision.

The new opinion says that federal disability laws may not require states to provide services in community settings instead of institutions. While this opinion does not change the law by itself, it could affect how the federal government protects the rights of people with disabilities in the future.

NACDD is worried that this opinion could make it harder for people with developmental disabilities to:

Live in their own homes or communities.
Get the services they need close to family and friends.
Have choices about where and how they live.
Be fully included in community life.
Avoid unnecessary placement in institutions or other segregated settings.

Driving Independence:
Integrating Transportation Supports into Workforce Development

Webinar: Tuesday, July 14, 2026 from 3:00 to 4:30 p.m. Eastern Time

Throughout America's history, transportation has been a hallmark of progress by connecting people to opportunity, strengthening communities, and expanding pathways to independence. As we commemorate both the anniversary of the Americans with Disabilities Act and our nation’s 250th anniversary, DETAC will explore how transportation continues this legacy by helping people with disabilities access competitive, integrated employment and fully participate in community life. Join national transportation expert Dr. Judy L. Shanley of Easterseals, Ashley Gettys and Lukas Smith of the Easterseals Northeast Indiana affiliate, and DETAC Strategic Advisor Dan Middleton of Catalight to explore practical strategies for strengthening transportation supports in workforce development. Participants will learn how to identify and coordinate transportation resources, leverage mobility management and travel training, and build partnerships—including with employers—to integrate transportation into employment services and address barriers to job attainment and retention.
Learning Objectives
At the end of this session, participants will be able to:
• Describe current national trends and challenges related to accessible transportation.
• Identify strategies and solutions to address transportation barriers.
• Apply resources and tools to support accessible transportation options.
