The result of people segregating themselves is a segregated city. There's still the same East/West divide in DC today that there was under legal segregation.
The Nazi and Soviet pavillions were by far the most popular attractions at Expo 37, as each marketed their new "modern" ways of living to the excited fairgoers. Where the Nazis presented a wall against progress, the USSR's pavillion was just a podium on which they could showcase the proletariat.
