I was in Seoul recently. It built four lines in the 70s and 80s without thinking about elevators. In 2007 it had 69 stations without them. As of December all stations are accessible. The typical interchange station is way more complicated than anything we have. Yes, bigger city, but results.

Here's a trip from Union Station to the Richmond Hill Centre (bus transfer centre). Yonge line to bus, Stouffville line to bus, or Richmond Hill line direct. Close times (13 minutes between slowest and fastest), three different prices. Cheapest is direct but only 9 trips a day.
