Phang sued in April 2026 under the Administrative Procedure Act, the statute that lets courts overturn agency action that breaks the law. She had asked the court to compel release of several unredacted files she said were covered by the Epstein Files Transparency Act. The department's answer was that she had no right to sue at all, and that her only route was a Freedom of Information Act request. Phang's lawyers pointed the court to FOIA requests for the same material that had already been denied.

Judge Sullivan rejected the Justice Department's position. He directed it to respond by early afternoon on 25 June, and after it missed that deadline he ordered it to produce the documents Phang had sought or show cause why it could not. He gave it until 2 July. He also denied the department's request for a seven-day pause, writing that compliance with a statute does no harm to the attorney general.

"The Attorney General has conceded that he is in violation of the Act," Judge Sullivan wrote.

Phang's lawyer, Brendan Ballou, a former Justice Department prosecutor, said the department had ignored its own law and a judge's order "all for the sake of protecting the very powerful and the very rich".

The Justice Department rejected the ruling. A spokesperson said Blanche "has not conceded anything", called Judge Sullivan's reading of the law perverse and said the department had produced every responsive document and would appeal. The names the judge wants released, the spokesperson said, belong to victims who became co-conspirators, so unredacting them would expose victims.

The department has said it will appeal to the District of Columbia Circuit, where it can ask for a stay. Unless that court freezes the order, the 2 July deadline stands, and a department that neither complies nor justifies each redaction by then risks a contempt finding.

Nina Ostanina, chair of the State Duma's committee on Family Protection, Fatherhood, Motherhood and Childhood, said that "any touch at home directed at a wife, given the sometimes impulsive statements of our women, could be considered an assault on physical and psychological wellbeing." If the bill passed, she predicted, "ten out of ten" Russian families would end in divorce.

The statement was the latest iteration of a political argument that has successfully blocked dedicated domestic violence legislation in Russia for more than three decades, while the Russian state continues to treat family battery as a lesser offence than hitting a stranger.

In 2024, UN data showed, 963 women in Russia were killed as a result of domestic violence. Of those, 530 were murdered by intimate partners and 433 by other family members. That figure, 47 per cent of all intentional female homicides, was the highest ratio recorded in 15 years, according to analysis by the independent Russian outlet Important Stories.

The law that governs this violence fines perpetrators the equivalent of a restaurant bill.

The report documented the systematic mistreatment of detained Palestinian children. Boys aged 12 and over were separated during mass arrests, labelled as fighters even after identity cards confirmed their age, and held alongside adults in Israeli military and prison facilities.
The Commission recorded beatings, prolonged blindfolding, attacks by dogs, electric shocks, forced nudity and sexual assault, including rape and threats of rape against boys. One 15-year-old described 54 days of repeated interrogation and torture, including being electrocuted through a needle in his shoulder. The Commission concluded the treatment amounted to torture, enforced disappearance and persecution based on age intersecting with nationality and gender.
In the West Bank, more than 1,655 children were detained after October 2023, 600 of them in 2025. As of 31 December 2025, 51 per cent of 351 child detainees were held in administrative detention, imprisoned indefinitely without charge, a record number.
A 17-year-old from Ramallah died in Megiddo prison on 22 March 2025. An autopsy found severe prolonged malnutrition; the Commission found his death amounted to the war crimes of torture and wilful killing. As of 17 February 2025, Israel was withholding the bodies of 40 Palestinian children.

Jimmy Savile, knighted in 1990, died in 2011 before the scale of his offending was established, and Cyril Smith, the Rochdale MP knighted in 1988, died in 2010 before Greater Manchester Police said there was overwhelming evidence he had raped and sexually assaulted boys. Orders of chivalry are living honours that lapse on death and cannot be removed posthumously, so neither knighthood was ever revoked. In 2021 the Forfeiture Committee took the unusual step of saying that both men would have faced proceedings had they been convicted in their lifetimes.
Donaldson is alive and convicted, so the committee can act. The title carries no money and no seat in the House of Lords (that comes only with a peerage) and is largely honorific. His wife Eleanor holds the courtesy style Lady Donaldson as a knight's wife and would lose it if his knighthood goes. Robinson and the Ulster Unionist leader Jon Burrows both said Donaldson should be stripped of his knighthood, and reporting at the time of his charging said a conviction could also cost him his Privy Council membership.

In June 2014 a Church of England safeguarding adviser passed Powell's name to Operation Fernbridge, the Metropolitan Police inquiry into abuse at the Elm Guest House in London, and the referral was made public in March 2015. The information came from a clergyman who had heard it in the 1980s, and it concerned alleged membership of a satanic cult connected to the 1986 fraud trial of Derry Mainwaring Knight. The Church later claimed there was no evidence for the satanic claims and that no allegation of child rape or criminal conduct had been made against Powell. He was never arrested or charged and died in 1998, and his authorised biographer Simon Heffer said the claims were "a monstrous lie". Separately, the Kincora survivor Richard Kerr has alleged that Powell abused him.
Molyneaux, was named in a 1973 British Army press briefing about William McGrath, the Tara leader and housefather at the Kincora Boys' Home, as one of several "people associated with McGrath" who were aware of his activities. The briefing, which the 2017 Historical Institutional Abuse Inquiry accepted was genuine, did not allege that Molyneaux abused anyone. McGrath was jailed in 1981 for abusing boys at the home and died in 1992. Village Magazine and Covert History have since published claims that Molyneaux himself abused children, which remain unproven in court. The Hart inquiry found that the child rape at Kincora was carried out by allegedly only three convicted staff and concluded there was no child rape ring and no state cover-up, A finding that many, including former resident Richard Kerr, have disputed, and others allege is part of the cover-up. A separate inquiry has confirmed child rape by prominent establishment figures, including Cyril Smith and Peter Morrison, while finding that a wider network was not proven, to date. Donaldson has not publicly addressed the allegations about either mentor.

Epstein Survivors Issue Joint Statement Condemning DOJ's Incomplete Epstein Files Release
"This latest release of Jeffrey Epstein files is being sold as transparency, but what it actually does is expose survivors. Once again, survivors are having their names and identifying information exposed, while the men who abused us remain hidden and protected. That is outrageous. As survivors, we should never be the ones named, scrutinized, and retraumatized while Epstein's enablers continue to benefit from secrecy. This is a betrayal of the very people this process is supposed to serve.
Virginia Roberts Giuffre alone reported many abusers connected to Epstein's network, yet the public still does not have the full truth about who enabled him, who participated in his exploitation, and who has been shielded for years. Hundreds of women have come forward with additional reports like hers. The scale of this failure is staggering and indefensible.
The Justice Department cannot claim it is finished releasing files until every legally required document is released and every abuser and enabler is fully exposed. We need to hear directly from Attorney General Pam Bondi when she appears before the House Judiciary Committee on February 11. Survivors deserve answers, and the public deserves the truth.
This is not over. We will not stop until the truth is fully revealed and every perpetrator is finally held accountable. As we have always said, this is not about politics. We hope Democrats and Republicans will stand with survivors in continuing to demand the full release of the Epstein files.
