the wheels are part of "the brake mechanism", so if nothing decelerated in Jim's experiment, that is presumably because nothing was moving. you can observe the same effect in a completely intact car

The best way to see why cheap implementation arguments are fallacious is through a parable. Jim
wonders: “How does the car slow down? How is this function performed?” His friend Joe
explains: the car is equipped with a brake mechanism such that when one presses the brake
pedal, this force is multiplied and transmitted through fluid to a mechanism near the wheels,
creating friction that slows the car down. So far, so good. This is the correct theory of braking.
But Jim is a man of science, and he is not buying it. “Your story can’t be right. I ran an
experiment. I took the entire brake mechanism
