The Border Patrol was founded in 1924, by the same Congress that passed a eugenics law meant to preserve a white racial majority. Its first ranks drew from the Texas Rangers and members of the Second Ku Klux Klan. This force was born to violently enforce race policies. It never stopped.

You could hardly design a job better suited to draw abusers. Unchecked power over people no one will believe, and almost no chance of a consequence. So it draws the very men you should fear, and then it shields them. Senior agency officials bragged for years about their own sexual misconduct.

Then there are the camps. The government is building a vast network of for-profit concentration camps. Detainees have filed thousand reports of sexual abuse. Most go unreported. Only a tiny fraction of reports are ever investigated. The rapists are responsible for investigating themselves

Agent for agent, no federal agency has more of its own agents fired for misconduct than Border Patrol. And yet when a migrant reports abuse, 97 percent of the time nothing happens at all. Complaints are handed back to the same sectors to investigate themselves. The system protects the abusers.

The weapon built for border violence has been turned inward. The masked men, the unmarked vans, the raids and the killings have come home. In Trump's second term alone, immigration agents have shot at least 23 people, killing 13 - many of them US citizens. The death squads grow bolder by the day.

After 9/11, the U.S. built a Leviathan. Twenty-two agencies fused into the largest reshaping of government in half a century, aimed first at Arab and Muslim men. Both parties fed it. Today ICE is the highest funded police force in the country, larger than every other federal police agency combined.

This is not a story about a few bad men. A border built to do violence will do violence. That was always the design. For a century this machine has ground up migrants, refugees, and citizens alike. The abuse is not a malfunction - it is not a question of training. The system functioning as designed.

Since 2020, at least 51 ICE and CBP officers, agents, and contractors have been convicted or accused of sexual misconduct — 34 of them for crimes against children. These are the masked men kidnapping women and children off the street into unmarked vans and disappearing them into concentration camps.

Bedri Kulla, 49, a federal immigration officer in Durham, NC, was sentenced on September 24, 2010 to a year in prison for using his badge to threaten a 23-year-old undocumented Salvadoran mother with deportation unless she had sex with him.

Arturo H. Ascencio, 39, a Border Patrol agent from Hemet, CA, was arrested in May 2011 on felony kidnapping and sexual battery charges for flashing a badge to force a Mexican woman into his truck and grope her in 2008; prosecutors dropped the case that December for unknown reasons.

Juan Jose Uribe, a Border Patrol agent from Sahuarita, AZ, was indicted in February 2010 on four counts of molesting and sexually abusing a 10-year-old girl during 2009. He was acquitted on January 17, 2012.

Jaime Ivan Ocanas, 33, a Border Patrol agent from McAllen, TX, was convicted on September 16, 2013 of indecency with a child by contact — reduced from aggravated sexual assault of a child — for abusing a girl from age 11; he got only probation and is now a registered sex offender.

Philip Westerman, 42, a Border Patrol agent from McAllen, TX, was arrested in May 2013 for sexually assaulting a sedated migrant woman he was guarding in a Corpus Christi hospital; a grand jury declined to indict him in 2014, and DHS fired him.

Alejandro Perez, 39, a Border Patrol agent from Edinburg, TX, was arrested in March 2018 and charged with sexually assaulting his former girlfriend in a 2013 incident; a Hidalgo County jury acquitted him in 2019.

Donato Joel Cantu, 43, a Border Patrol agent in Laredo, TX, was arrested on October 11, 2019 and charged with soliciting prostitution from an undocumented transgender sex worker who cooperated with investigators.

Gustavo Zamora, 51, a Border Patrol assistant chief in the Yuma Sector, AZ, was indicted in October 2019 on three counts of sexually assaulting a junior female agent in a Tucson hotel room, and was acquitted by a jury on February 16, 2024.

Juan Pablo Quintanilla, 42, a Border Patrol agent from Mission, TX, was arrested on January 20, 2021 and charged with three counts of indecency with a child for groping a girl under 17 during repeated incidents at her home.

Juan Angel Prishker, 45, a Border Patrol agent in San Diego, CA, was charged in October 2024 with felony sexual battery and false imprisonment for groping a detained migrant woman and cornering an aid volunteer while showing genital photos. He was acquitted, even though video of the incident exists.

Joel Martinez, the Border Patrol's acting deputy chief and former Laredo Sector chief, from San Benito, TX, retired in February 2024 amid a CBP investigation into allegations he pressured female subordinates for sex and made aggressive sexual comments.

Jeremy Wayne Brown, 40, an ICE deportation officer from Donna, TX, was charged on Nov 21, 2017 with five counts of indecency with a child-sexual contact (second-degree felony). Brown was accused of forcing an 11-year-old girl to touch him during massages between February and June 2017.

Jeffrey Short, a former ICE agent from Asher, OK,was arrested Aug. 2, 2019 after two underage girls accused him of sexual misconduct. ICE substantiated in 2008 that Short preyed on a 14-year-old girl and was accused of showing pornography to minors while an ICE agent, but he was never charged.

Garrett McMahan, 39, a Border Patrol Agent from Harrison Township, MI, was charged in June 2018 with accosting a child for immoral purposes and using a computer to commit a crime. McMahan allegedly sent photos of his genitalia to someone he believed to be a 15-year-old girl.

Jesus "Jesse" Salgado Nanez, 44, a Border Patrol Agent from Alpine, TX, was arrested on June 3, 2016 for allegedly raping an unconscious woman. He was arrested again later that month after investigators found hundreds of surreptitiously recorded videos of underage girls in public on Nanez's phone.

Vincent Gambale, Jr., a former Customs and Border Protection officer from Runnemede, NJ, was arrested in March 2021 and charged with possessing child sexual abuse images. This comes after Gambale's 2007 conviction for the same crime, for which he served 51 months in federal prison.

Scott Michael Inouye, 33, a Customs and Border Protection agent from San Bruno, CA, was sentenced in December 2019 to a year in jail for secretly recording a sexual encounter with a woman he met while conducting "screening activities" at San Francisco International Airport.

Luis Angel Lozada, a Border Patrol agent from El Paso, TX, was sentenced on Oct. 28, 2015 to six years in prison on multiple charges of sexual assault of a minor.

Fabio Lopez, a Customs and Border Protection officer from Fort Lauderdale, FL, was charged on March 11, 2020 with engaging in sexual activity with a minor and attempting to produce child sexual abuse material after being accused of molesting a 16-year-old girl whose mother he had met months before.

Joseph Courtland, a Customs and Border Protection officer from Portsmouth, VA, was arrested on Oct. 8, 2019 by Virginia State Police after hitting a Virginia DOT worker with his car. When officers inspected Courtland's cell phone, they found multiple child sexual abuse images featuring young girls.

Christopher Gearhart, an ICE deputy from Lakewood, CO, was arrested on May 19, 2026 after an internal affairs investigation by Lakewood Police showed Gearhart manipulating his body camera while propositioning a woman for sex. Gearhart resigned from Lakewood Police last year and joined ICE.
