The recommended options strikes a new "grand bargain": tall buildings (up to 25 stories) get introduced into the MTSA areas and new mid-rise corridors (6-11 stories) get added along Willowdale and Empress while low-rise limits remain in the donut holes inbetween.
The new North York Centre Secondary Plan tried to integrate this and studied three options: "Business As Usual" = original corridor + three MTSAs, and two progressively more aggressive options that up-zoned everything out to, and including Willowdale (a new corridor!). www.toronto.ca/city-governm...
The pendulum has since swung the other way with the Major Transit Station Area (MTSA) policies that mandate a more direct approach to rezoning anything within 500-800m of rapid transit stations. Toronto is now struggling to implement that vs. a decades-old status quo. www.toronto.ca/city-governm...
This “grand bargain” did not go over well, and the reaction was more modest (ie. shallow) corridor zoning like what you saw in Eglinton Connects (the planning study for the new Crosstown LRT), completed in 2014. www.toronto.ca/city-governm...

North York’s “corridor” is based on a modernist plan from 1968 that literally carved a new commercial corridor out of single-family home blocks, creating Doris and Beecroft streets.
There’s a subtle distinction between North York Centre and Cambie that helps explain “how we got here”. On Cambie, the “corridor zoning” only extends one parcel back from the main street – generally 50-60m deep, enough for one development. In NYC it extends 150-250m back with multiple developments.

Toronto needs to do better coordinating infra work w/ safety & green streets initiatives. These loading docks were closed & the space used for bikes 20+ years ago. But when reconstructing the street, crews replaced the 30’ curb cut, locking in car-centric infrastructure for another generation.
