A discussion document released alongside the decision gave three options for filling out the Combined Territories Boards with Crown Commissioners, to ensure the system "works in practice" by giving the government a stronger role.

These included:

1. Observer only - the Crown Commissioner has no vote
2. Veto power - the Crown Commissioner can override CTB decisions.
3. Majority vote - the Crown Commissioner has more than half the votes on the CTB with the remaining votes distributed among mayors.

[Minister] Watts said a "fair and balanced voting system" would ensure both regional and urban interests were represented in decisions about land and water.

NZME – through [their lawyer, Bella] Ieremia – has been seeking details of suppression orders since December 2024.

Once the HDCA charge was dropped, NZME used Robert Stewart, KC to oppose the suppression orders – a cause that was also backed by the Crown and the Independent Police Conduct Authority (IPCA).

At a hearing on Tuesday, NZME – through Stewart – was successful in having some suppressions lifted, allowing the NZ Herald to break the story.

The court decision also cleared the way for the IPCA to release its report.
