here’s an example: this pond in north austin is not in a flood zone but handles runoff from several city blocks nearby before it joins the storm sewers. same idea. keeps walnut creek from flooding neighborhoods downstream.

why not? it has a lot of potential for multistory infill construction. given the cost of construction in labor, time, and materials, investing in ways to bring all those costs down seems like a good idea. i saw an apt building getting built with a like stacking containers, it was pretty incredible.
