I made a motion to table the resolution. I heard from too many community members, frontline workers, and constituents that this process lacks transparency. I agree. As the Commissioner with the Moda Center in their district, it is important that we center the fact that the building of this arena displaced hundreds of Black families from the historic Albina neighborhood. I will continue to fight for District 2 and am confident we can land a fair and transparent deal that delivers for workers, our community, and future generations.

I was very impressed with the draft Climate Justice Plan. I agree that Environmental Justice, Racial Justice, and Public Health are all connected. This plan and those values matter to me and is why I worked on electrifying our fleet, building out EV infrastructure, and the risk bonds for CEI Hub. Due to the overwhelming amount of public testimony and length of the other agenda items, we did not have time to get through all the public comments or discuss the draft today. I look forward to this coming before the board sometime in August. Review the plan on the Office of Sustainability's website.

Labor Harmony Agreements are effective. This was the second reading and applies to contractors providing security, janitorial, and industrial laundry services. This ordinance should strengthen the partnership between workers, employers, and the County. Its success should be measured not only by uninterrupted public services, but also by whether it results in better jobs, responsible employers, and stronger outcomes for the workers who provide these essential services. I was proud to be a cosponsor and to vote yes on this ordinance.

This Thursday, the Multnomah County Board will discuss a resolution which lays out the terms for negotiating an agreement with the City of Portland on Moda Center Funding. I still have a number of questions that need answeres. I plan to offer amendments to make sure we get a fair deal for the people of Multnomah county

This deal must include robust community benefits
At a minimum:
1. excess stored energy from solar should be given to offset utility costs for local residents with low incomes
2. participation in County and City internship programs to provide mentorship and 3. opportunities for young people
use of the arena for community events

Additional items I want to see include:
stronger clawback language
a project labor agreement
ensure renovations account for the needs of the Portland Fire and larger concerts so we can convert part time jobs to full time union jobs through a labor harmony agreement
local zip code hiring preferences for people living near the Moda center.
Getting development rights back that were given away in the current bridge agreement

I did so for the Rose Quarter Improvement Project via the highway cover that will reconnect the Albina community. I also recently proposed an amendment at Metro for the Interstate Bridge Replacement Program to commit to implementing community benefits, a process that I designed and led before I joined the County.
