Now that is not true. I am in a non-PSN supported country. And yet this is what Steam shows me for Helldivers 2. I can buy it. And it clearly shows on the right that it requires PSN account linking. Tokon does not show this requirement (as of now at least).

I think this might be untrue. I'm in one of those restricted countries, I can see the store page for the game on Steam, I can wishlist it. I can't pre-order it (I think non-restricted countries can). There's NO mention of a PSN account requirement, simply an EULA.

Sam Eng: I would always tell them to think about the core of what they’re trying to do, and be open to everything else. And that there are a million ways to make that core thing. That craft is very important. The other thing is to just start. I mean you have to continuously start, every single day. And it’s always a struggle. Sometimes it’s really difficult, and sometimes it flows easily. I’m saying that it’s a marathon, and you have to choose to continuously start, over and over and over, until it ends."

Really enjoyed this, a great read. Especially these passages toward the end.

What all of these prove is that accessibility is not an afterthought, not charity, not optional; it is the very condition by which art survives as art. If it is hoarded, it becomes a commodity. If it is shared, it becomes culture. Accessibility does not kill difficulty, or strip art of its challenge; it ensures the challenge can be met by more than the narrow band of bodies and minds that the default design imagined.

Games need to learn this lesson. When players say that difficulty options or sliders would “ruin the experience,” they mistake the lack of one for sanctity. A Souls game does not lose its identity because someone plays it with assist mods, just as a mural does not stop being art because it is on a wall instead of a museum. The unassisted version still exists, still plays just as well and sharpens patience, but it no longer monopolizes the right to call itself “the real game.” To make options is to democratize culture, to treat games not as fortresses to be defended but as bridges to be crossed.

As of the latest Hades II patch notes and credits, Supergiant have recast the actor for Athena. Original Athena actor is still credited for Additional Voices. Very disappointing to see this from Supergiant.
