Naki from Kamen Rider Zero-One, they're a relatively androgynous genderless character played by a trans actor (I believe they identified as non-binary at the time but have since come out as a trans man.)

I really do love the more armored aesthetic of later Rider designs, but I definitely agree with that. Personally, I think Eins is about peak Rider design, being very Showa-inspired, including having something flowing behind her, while also feeling very modern at the same time.
