the cartoons do ofc communicate a sense of panic. that's political cartoons. they also depict a march towards safety reform and regulation, the previous absence of which contributed to worker deaths like John Feeks the "Unrestrained Demon" shown in cllr zhou's cartoon became restrained
the cartoon is titled "The Unrestrained Demon" and appears to be primarily focussed on the tangle of overhead wires. a quick google yields additional examples of cartoons advocating for buried wires and other safety reforms, along with photographs of wires shrouding Manhattan at the time

nothing suggests VPD used Axon Assistant (an AI agent in Axon bodycams) to detain Vanzzini, but i think it's a useful case study to examine the tech's potential impact. cops can ask Axon Assistant general Q&A queries *and* PD-specific policy and database queries. Axon calls the latter "Policy Chat"
