It's elegant and compelling, but I don't like probabilities here. Also a lot of players are alergic to spending resources to succeed in a test. I believe it was one of the main problems of the original the dying earth rpg. From GM perspective assigning dice seems daunting...

They ARE Lebanese Shiites, and the "destroy Israel" claim is laughable: we are talking about a small guerrilla force against one of the most powerful military forces in the world, equipped with nuclear weapons. Nobody can destroy Israel because it would respond with "the Samson Option".
Most people don't understand that Iranian society is still more secular than most in the Middle East -- including Israel. For most Iranians, religion was a revolutionary instrument -- a red Shi'ism in Shariati's terms -- a tool to resist colonial occupation, not an expression of inherent piety. 1/2
