There's something really blackpilling about the element of human nature, I think, that means that most societies are going to end up sticking with something that works poorly because of the transition costs to get to something better. Even much better!

I could probably be sold on some combination of: (a) school zone limits are too slow; (b) school zones are much less necessary near high schools (c) school zones are too big; (d) school zones don't need to be dropoff-to-pickup.
