It is food expenditures as a percentage of ALL personal consumption expenditures. If people are spending more on gas and healthcare, they may be cutting it from the food budget. And if certain people are spending a lot more on non-food, the % goes down. Here’s more Chart for context:

That’s incorrect. This new policy requires a much longer period of impoundment (90 days minimum) and required a citation to be issued, and citations can be challenged in court. From the article:
