I remember this. In the abstract, they say that rental units declined by 15% but when you unpack this it's only the rent controlled ones! So like 7 percentage points of that 15 are still rental units, just not ones subjected to rent control. Misleading!
Still just the strangest point to make about all this. Preventing displacement of minorities is bad because it result in wider income inequality!
