Something like Measure 31/5P might be good? I mean the general gist of it is to break up the silhouette and try and make the target hard to distinguish from other things. IDK if you're going to have much luck with that. IMO the answer is more AAA and counter-Shinyo guns
My concern is that for a contrast based seeker system the harsh lines of dazzle may actually give a better return on the seeker. (Measure 12 Modified depicted here)
Personally I think they're reinventing the wheel here. I would be interested to see what works best, I suspect haze gray or measure 21 might be solid. And I don't just say that because I am personally a huge fan of Measure 21.

Oh no, the OMG isn't quite for that. It's inserted basically at the start of things as soon as possible. And the MRDs would be doing their own thing, they're not sacrificial. The 1990 Revision of FM 100-2-1 is a good start. Or Donnelly's Red Banner + the UK 1991 AFM Vol.2 Pt. 2&3

There's already an Aegis facility in Moorestown, my argument is to make it combat capable by installing some launchers and making sure it's running an applicable baseline and has modern SPYs with enough coverage. Same with Wallops.
