That means, based on the origin country of the shipment, duty must be collected and paid to the US government, for every single package. Either a per-package fee: $80 for Canada $200 for China OR, the duty can be calculated based on the tariff rate for that country.

Methodology 1: A duty equal to the effective International Emergency Economic Powers
Act (50 U.S.C. § 1701 et seq.) (IEEPA) tariff rate applicable to the country of origin of
the product shall be assessed on the value of each dutiable postal item (package)
containing goods entered for consumption, or
• Methodology 2: A specific duty shall be assessed on each package containing goods
entered for consumption, based on the effective IEEPA tariff rate applicable to the
country of origin of the product as follows:
o Countries with an effective IEEPA tariff rate of less than 16 percent: $80 per
item;
o Countries with an effective IEEPA tariff rate between 16 and 25 percent
(inclusive): $160 per item; and
o Countries with an effective IEEPA rate above 25 percent: $200 per item.
• If products from multiple countries of origin are contained within the package, only the
highest IEEPA rate will be used to determine the specific duty rate

Following up on the new US duty changes, this is the change that is causing lots of trouble, screenshot from the CBP FAQ site: www.cbp.gov/trade/basic-... Shipments valued under $800 did not incur duty before, but they do now! So every time US people order from other countries, there's a new fee:

Non-postal shipments will be subject to all applicable duties, taxes, and fees and must be filed using an appropriate entry type in the Automated Commercial Environment (ACE) by a party qualified to make entry - unless another entry type is appropriate.

Postal shipments will be subject to International Emergency Economic Powers Act (IEEPA) tariffs, which can be assessed using one of two methods:

Ad valorem duty: A duty equal to the effective IEEPA tariff for the country of origin of the product, based on the value of the product.
Specific duty: A flat duty ranging from $80 per item to $200 per item, depending on the effective IEEPA tariff rate applicable to the country of origin of the product.
No entry will be prepared for such postal shipments by CBP, and the duties owed will be remitted by a carrier or other qualified party on a monthly basis.
