As the UN’s Global Dialogue on AI Governance wraps up today, I’ve been encouraged by the discussions surrounding AI and its implications for global collaboration and policymaking. I’m hopeful that we can keep building on this momentum to steer AI development on a safer path!
We are at a turning point: many of the decisions we make about AI today will permanently shape our future. Governments and the public need to clearly understand the impacts, risks, and opportunities of AI to make the right choices to reap its collective benefits while mitigating its major harms.

I’m in Madrid this week for the first in-person meeting of the United Nations Independent International Scientific Panel on AI. I'm thrilled to be part of this distinguished group of 40 international experts appointed to provide an evidence-based scientific assessment of the state of AI.

Because no single safeguard reliably prevents misuse or malfunctions, developers are converging on "defence-in-depth,” layering multiple measures—model-level training, input/output filters, monitoring, access controls, and governance. (17/19)
However, safeguards remain imperfect. Attackers can still often find ways to evade them fairly easily. One initiative crowdsourced over 60,000 successful attacks against state-of-the-art models. When given 10 attempts, testers can still generate harmful responses about half the time. (16/19)
Since the last Report, we’ve seen new evidence of many emerging risks. For example, AI-generated content has become highly realistic and more useful for fraud, scams, and non-consensual intimate imagery. There is growing evidence that AI systems help malicious actors carry out cyberattacks. (10/19)
These capabilities are increasingly translating into real-world impact. At least 700 million people now use leading AI systems weekly. In the US, use of AI has spread faster than that of computers and the internet. (8/19)
On capabilities: AI systems continue to improve significantly. Leading models now achieve gold-medal performance on the International Mathematical Olympiad. AI coding agents can complete 30-minute programming tasks with 80% reliability—up from 10-minute tasks a year ago. (6/19)
AI poses an “evidence dilemma” to policymakers—capabilities evolve quickly, but scientific evidence emerges far more slowly. Acting too early risks entrenching ineffective policies, but waiting for strong evidence may leave society vulnerable to risks. (3/19)

Geopolitical competition leaves AI bridge powers in a difficult situation where they’ll soon likely face insurmountable barriers to independent frontier AI development. To stay relevant and thrive economically, they need to work together and strategically choose their AI development approaches.
I was very honoured to receive the Queen Elizabeth Prize for Engineering from His Majesty King Charles III this week, and pleased to hear his thoughts on AI safety as well as his hopes that we can minimize the risks while collectively reaping the benefits.

Europe has a chance to shape a safer and more values-aligned future for AI innovation, and needs to. This was my main message at the AI in Science Summit in Copenhagen today. I also presented Scientist AI, LawZero's approach to create technical guardrails and help accelerate scientific discovery.
It was a pleasure speaking at the Munich AI Lecture Series last week to present the risks of uncontrolled AI agency and the opportunities we have to create technical and policy solutions.

Frontier AI could reach or surpass human level within just a few years. This could help solve global issues, but also carries major risks. To move forward safely, we must develop robust technical guardrails and make sure the public has a much stronger say. superintelligence-statement.org
