Pittsburgh! This primary ballot tomorrow will have a referendum question from City Council. I’ve written up an explainer for you to use and share. I know sometimes the question text can be hard to parse.

2026 Primary Ballot Question
QUESTION TEXT
Shall the Pittsburgh Home Rule Charter, Article Three, Legislative Branch, be amended by changing public hearing notice requirements to adjust the public hearing notice requirements in light of changes in the public's consumption of newspapers of general circulation and increased use of digital media?
BACKGROUND
Introduced by Council President R. Daniel Lavelle
INTENT: There was little to no public discussion of this legislation during council meetings. It seems the intent is to allow the city more flexibility in notification requirements for public hearings.
FULL TEXT OF AMENDMENT
§ 319 - Legislation Requiring Prior Public Hearing.
Council shall not take final action on the following types of legislation without a public hearing which shall be held not less than ten days following public notice published in a newspaper [circulated generally in the City: of general circulation or, if no such newspaper exists, via successor media that reasonably ensures public access, including the City's official website and a digital news publication(s) of general circulation:
a. Salary;
b. Appropriation or budget matter;
c. Land use control, such as zoning, subdivision or planning;
d. New taxes or increases in the rate of existing taxes;
e. Creation of an authority or quasi-public agency;
f. Increase in the amount making a sealed bid procedure unnecessary on contracts; or
g. Election of all council members at large or by district.

IF IT PASSES
• If a newspaper of general circulation no longer exists within
Pittsburgh, the City government has options of other means of circulation.
• Allows city departments to post notification of public hearings on the City Website and with other media outlets with digital access.
IF IT FAILS
• The City Government may be liable for violation of the public notification requirements set forth in the Home Rule Charter.
ARGUMENT TO VOTE "YES"
• With the Post Gazette shuttering their publication, it only makes sense to get with the times and update our Home Rule Charter to no longer solely require newspapers for notification.
ARGUMENTS TO VOTE "NO"
• Residents in the City of Pittsburgh get information through a number of sources, and it's too difficult to replace newspaper notification with online notification.
• Newspapers have a long history of being archived by local institutions, meaning that notification of hearings are good for notification of the public and establishing historical record. If such notifications only happen digitally, how will such records be kept to ensure preservation for posterity? This amendment does not go far enough to ensure good record keeping.

Woulda hoped Fetterman’s Ivy League education could help him sniff out some of the common facets of fascism between the Nazis and what we’re seeing today. Alas. A Harvard Masters in *Public Policy* can’t do everything for a Senator who clearly has a thing for authoritarians.

The bottom line: Fetterman said he wants to see discussion about comprehensive immigration reform rekindled.

He believes that's easier with Noem gone, and he advocated for Democrats to avoid "extreme rhetoric," like comparing DHS, ICE and border patrol to Nazis.

And for example’s sake, the House isn’t much better: 10 days since July 1, 12 days planned until the end of the year. 22 days of legislating????? For half a year? Collecting your salary while people go unhoused and hungry?? I really hate the PA legislature…

You’d hope that people paid over 80k a year for full time work to legislate might actually work toward… funding the state after missing a deadline three months ago? Instead the Senate spends only 6 days in Harrisburg in that time? And they’ve made over $20k of their salary for those 6 days of work?

Had some visitors to the garden this week!

I’m left with how we find it easier to personify a man-made “feat of engineering” than the waters who have been sustaining life for ages. How can we better move through the grief of major change with one another? This whole article is worth the read.

I had talked to Sukraw, director of Klamath River operations for PacifiCorp, the previous night at the Shilo Inn. Sitting in the near-silent lobby, he told me he was born and raised in Klamath Falls and now lives an hour and a half away in Medford, Oregon. He's worked on the dams since 2006, and I asked him how he had adapted to the idea of dam removal. He replied that he had not adapted to it. In his opinion, the dams should have continued to operate, with measures taken to help salmon travel upriver. He mentioned that some of the employees' fathers had also worked on the dams; Sukraw's uncle did, too. I asked if dam operators develop the kind of relationship with dams where they see them almost as living things, each with its unique personality, the way sailors might with ships they crew on. "They do," he replied. His favorite dam was John C. Boyle.
