Amendment 4
Shall the Missouri Constitution be amended to:
• Modify current requirements that a statewide majority of voters may approve initiative petitions to amend the constitution;
• Require a majority of voters in each congressional district to approve initiative petitions to amend the constitution; and
• Make available to each voters the full text of initiative petitions with their ballot?

Voting Yes on Amendment 4
• Will require a citizen-proposed initiative to receive a majority in each congressional district and a majority statewide to pass. If it loses in one district, it loses in them all.
• Current laws penalizing the acceptance of foreign contributions and engaging in fraud when collecting signatures on petitions will be added to the constitution.

Voting No on Amendment 4
• keeps the current citizen initiative process in place, requiring a majority vote statewide.

• Require legislative phase-out of the individual state income tax based on revenue growth, and authorize the expansion of sales and use taxes;
• Curtail constitutional limits on taxing goods and services; and
• Require local tax rate cuts without reduced school funding if local sales tax revenue increases?

Voting Yes on Amendment 5
• Will require the legislature to reduce and eliminate the state income tax and allow it to replace the funds with new and higher sales taxes.
• Will lift the cap on sales taxes rates from the Missouri Constitution and allow the legislature to raise sales taxes without a vote by Missourians.

Voting No on Amendment 5
• Will maintain the current balance between income taxes and sales taxes to fund Missouri's state government.
• will maintain the current cap on sales taxes in the Missouri Constitution and prohibit new sales taxes on services without a vote by Missourians.

Establishment Democrats lost the 2024 and 2016 presidential elections, handing control of government to Republicans. They couldn’t prevent Republicans from stealing a seat on the Supreme Court, helping lead to the overturning of Roe v. Wade and the gutting of the Voting Rights Act. They failed to stop President Trump from sending masked federal agents into the streets or giving billionaires tax breaks. Some of them backed supplying weapons to military campaigns that have killed civilians abroad, while in the United States everyday people struggled to meet basic needs such as housing and food.

They have also alienated their own voters over many years by stifling competition and dissent within the party, from the Democratic National Committee’s attempted undermining of Bernie Sanders’s 2016 presidential bid to the White House staff’s efforts in 2024 to hide President Joe Biden’s obvious signs of aging from voters.
