Dear Mr. Fanjoy,

As you know, affordability remains one of the most pressing challenges facing Canadians—particularly with respect to essential goods and services. In that context, the growing use of surveillance-based pricing warrants urgent legislative attention.

Surveillance pricing—where firms collect, analyze, and act on detailed personal data to tailor prices to individual consumers—raises serious concerns under both competition and privacy frameworks. It enables firms to leverage information asymmetries in ways that undermine fair market dynamics and distort price discovery. Consumers are no longer participating in an open market; they are being segmented and priced according to opaque criteria over which they have no visibility or control.

This issue is being rapidly intensified by the use of artificial intelligence. Firms can now deploy AI systems to process behavioral, transactional, and contextual data in real time, allowing them to infer willingness to pay and dynamically adjust prices at the individual level. These systems often rely on insights from behavioral economics and psychology, enabling firms to exploit cognitive biases and decision-making patterns with increasing precision. The result is a form of personalized pricing that is not only non-transparent, but also potentially manipulative.

From a policy standpoint, this raises clear questions under the Competition Act, particularly with respect to deceptive marketing practices, abuse of dominance, and conduct that substantially lessens competition. It also intersects with federal privacy legislation, including PIPEDA, where meaningful consent and reasonable use of personal information are foundational principles. The use of personal data to extract higher prices—without clear disclosure or informed consent—appears fundamentally at odds with those principles as well what ought to be the expected morals that are upheld in a well-functioning democracy..

An anti-scam checklist I put together - might be useful for yourself or someone you know. It's getting harder to decipher what's real and what is not. Have an MS Word and PDF versions if you'd like

Below are three side-by-side sections.
The first lists “Never send on demand” items such as money, gift cards, passwords, login codes, banking information, and ID details, along with family rules like a two-person check before sending money, calling back using trusted numbers, not making decisions from one message or call, and encouraging family members to ask if something might be fake.
The second section covers “Before sharing online” guidance—do not share content from unknown or untrusted sources, or information that cannot be confirmed—and lists common red flags such as messages asking to keep secrets, urgent pleas for help, account lock notices, missed payment alerts, government notices, requests to click links, or requests to send a verification code.
The third section includes guidance for kids and teens (avoid sharing live location or travel plans, ignore strange messages, tell an adult if something feels wrong) and older adults (stop if unsure, do not pay under pressure, verify official callers, and call family if something feels wrong).

The bottom portion includes blank fields for Family Setup (safe word, emergency callback person, second checker before sending money) and Trusted Numbers (family, school, bank, doctor, local government). The poster ends with a reminder: “When in doubt: Pause. Verify. Then act.”

Evening on the pond

evening just after sunset on the pond behind my house. Various reds and yellows are interspersed with a line of cloud just above the horizon. The foreground shows trees silhouetted against the sky and water of the pond. It was taken in the late summer of 2024. As fall progresses the pond becomes a hive of geese. I have come to call them the Royal Canadian Geese Air Force (RCGAF) as they are quite organized in their landings and takeoffs which resemble airplane squadrons. They always land into the wind and each squadron will taxi to the other end of the pond to take off into the wind.
