That is not an e-bike. E-bikes under these classifications absolutely belong on bike paths. Bikes, e-bikes or scooters do not belong on sidewalks. Above this they should be regulated by dmv as motor vehicles. Not all states are following this yet.
There already are classifications called the standard 3-class e-bike system. Above the standard they are motor vehicles. This needs to be enforced. No further regulation is needed. These rules are on the books in Oregon, legal age is 16.
