I am all for removing zoning barriers to SRO housing. But some of the nostalgia about “resident hotels” & SROs from many decades ago glosses over the horrible conditions of some of these places. A lot of really bad stuff. (Below is from Wood’s Class Warfare in Black Atlanta)

A day late to the John Lewis remembrances. My favorite personal memory is this one, when he came to my younger daughter’s elementary school and she was lucky enough to be picked to go up to the front to talk with him. Among other things, a kind man. Glad doesn’t have to see what is going on.

Some good news. Fulton County (GA) Board refuses to go along with Atlanta Mayor Dicken's TAD/TIF extension (until 2055) plan, which includes using old 25+ year old base values (which doesn't comply with state law(. Hopefully schools will follow. @atldemsoc.bsky.social @julianbene.bsky.social

#Chicago is diverting hundreds of millions of TIF $ from one TIF to another & using $ that were partly intended for transit to subsidize a billionaire’s stadium project (including a parking garage in a transit-dense area). Meanwhile I can’t see > a few hundred yards due to the climate crisis.

Galling? Perhaps. But the lesson is old as time: People need to live within their means, and the good news is that technology is helping. In a K-shaped economy, scrappy consumers are finding the smartphone can be an equalizer.

Greenspan's passing brings back this great Ayn-Randian headline: "Fed Shrugged as Subprime Crisis Spread" (This article underplays what Greenspan new. There were a series of hearings around the country, chaired by Ned Gramlich that documented the *first* subprime crisis of the late 90s.)

WASHINGTON Until the boom in subprime mortgages turned into a national nightmare this summer, the few people who tried to warn federal banking officials might as well have been talking to themselves.

Edward M. Gramlich, a Federal Reserve governor who died in September, warned nearly seven years ago that a fast-growing new breed of lenders was luring many people into risky mortgages they could not afford.

But when Mr. Gramlich privately urged Fed examiners to investigate mortgage lenders affiliated with national banks, he was rebuffed by Alan Greenspan, the Fed chairman.

Had officials bothered to look, frightening clues of the coming crisis were available. The Center for Responsible Lending, a nonprofit group based in North Carolina, analyzed records from across the country and found that default rates on subprime loans soared to 20 percent in cities where home prices stopped rising or started to fall.

“The Federal Reserve could have stopped this problem dead in its tracks,” said Martin Eakes, chief executive of the center. “If the Fed had done its job, we would not have had the abusive lending and we would not have a foreclosure crisis in virtually every community across America.”

Turning Away a Bigger Role

In 2000, Mr. Gramlich privately urged the Fed chairman to send examiners into the mortgage-lending affiliates of nationally chartered banks. Many of them, like Bank of America’s affiliate, had already come under fire from state regulators and consumer groups. Fed examiners, Mr. Gramlich argued, could clean up those practices from the inside.

Mr. Greenspan was against the idea. In an interview last week, he said he feared that Fed examiners would fail to spot deceptive practices and inadvertently give dubious lenders what amounted to a government seal of approval.

“I remember telling him, ‘be careful,’ ” Mr. Greenspan said. If the Fed gave the appearance that it was overseeing thousands of local institutions, which he said it did not have the resources to do, “we’re going to end up with a situation that very well could be worse rather than better.”

To be sure, some of the speculative excesses of the housing bubble and the subsequent bust were driven by broader forces.

Yesterday, I was one of two no votes against extending six of Atlanta’s tax allocation districts. For months, we fought against a well-funded PR machine, funded using our own tax dollars (including the Housing Trust Fund) and an effort to astroturf support for this scheme to make developers richer. For months, we saw real estate interests, developers, CEO’s, and business interests speak out in favor of siphoning away money from our city, schools, and county general funds to subsidize private development under the guise of “equity”. TADs are not an equity tool, they’re a development tool. I’m not just afraid that this administration has over promised what can be achieved using a tool limited to just capital projects and geography, but also that this tool may continue to subsidize the displacement of many residents in the same way we saw with the Beltline TAD.
We’re taught to identify scams when something is being sold to you in a rushed way, with unexplained urgency. Maybe they wanted us to rush so we forget that $8 billion is a lot of money? That we’d forget that with the increment returned back to APS they could fund universal pre-k for 3 and 4 years olds? That we’d start to wonder why so many businesses and developers seemed to have a vested interest in this initiative? That we’d catch on how many public commenters and keyboard warriors were PAID to be there? This admin has had four years to start this work.
No matter what, this proposal still requires approval from APS and Fulton. No bonds can be taken out without a redevelopment plan. The fight for transparency, accountability, and equity continue.
I want to thank all the regular, NON-PAID Atlanta residents who have taken the time to engage in this process, learn more about their local government and complex policy. Democracy should always mean mass participation from the start, not half-baked plans rammed through Council without deliberation.
