First off, there are no “checks” in SNAP. Also, the 25 states that have not given notice are in no way going to be able to fund the program on their own (hence the headache from cost-sharing from OBBBA). Finally, why are PR and Guam always left out of reports like this? Do better @politico.com

The funding for each state/territory participating in the program is based on unemployment and poverty data: www.congress.gov/crs-product/... The formula is important because there is mandatory funding that comes through, but also extra 'bonus' foods the USDA can tap into if needed.
